This menu can also be accessed by using the following shortcut from the keyboard

Can be accessed by typing in Settings into the search box or ask Cortana
Access via pressing the windows icon in the bottom left hand corner then the Settings button on the left hand panel.

There is a shortcut key combo that will directly open the Settings page

The Settings page can be accessed from the notification area in the Quick Actions buttons.
